How to Review the Effectiveness of Control Measures
Reviewing the effectiveness of fire safety control measures is an essential part of an ongoing fire risk management strategy. Control measures are those actions or installations put in place to eliminate, reduce, or manage identified fire risks—such as fire alarms, extinguishers, compartmentation, and evacuation plans. Their effectiveness is determined not just by their presence, but by their ability to function correctly under realistic conditions, including human response.
An effective review process begins with a detailed comparison between the expected performance of a control measure and its actual function. For instance, a fire door should be able to resist fire and smoke for a specified time; if it’s routinely propped open or damaged, its control function is compromised. Fire alarms may be installed but may not be loud enough in all areas, or not trigger automatic responses as intended. Fire drills offer an excellent opportunity to observe how people respond in a real-time scenario and whether the means of escape are adequate.
Routine inspections, maintenance records, incident reports, and feedback from occupants or staff should all be used to assess performance. Where false alarms are frequent, where exits are blocked, or where staff are unclear on procedures, the control measures may require improvement. The review should also account for changes to the building, occupancy, or use of space—what was once adequate may no longer suffice in light of growth or operational change.
Data from fire safety audits, incident logs, and maintenance schedules can be used to identify recurring problems or areas where controls are underperforming. Importantly, the review should not be limited to technical measures. Management controls, such as staff training or supervision, must also be evaluated. An otherwise sound system can fail if people are unaware of how or when to use it. If deficiencies are noted, corrective actions should be documented, assigned, and followed up to ensure resolution.
